In October of 1998, the American Fisheries Act was signed into law. The idea behind this was quite simple: under the Anti-reflagging Act, U.S. ownership standards had been exploited, they had gotten “loose,” so to speak. So, this act made it possible to form a cooperative, it set limits on the participation of AFA vessels in other fisheries, while determining who is and who isn’t an eligible processor and vessel. As of this writing, that fisher is one of the cleanest in terms of incidental catch of other species, coming in at less than one percent.
