An Income Qualification Affidavit is required with each application: "50CFR622.400 An applicant must provide the following information: (vi) A sworn statement by the applicant for a vessel permit certifying that at least 10 percent of his or her earned income was derived from commercial fishing, that is, sale of the catch, during the calendar year preceding the application." Knowlingly supplying false information or willfully overvaluing any fishing income for the purpose of obtaining a permit is a violation of Federal Law punishable by a fine and/or imprisonment.
